The reverse side of this coin has waves over the entire thing. Could someone please tell me what these might be?

Looks like a fingerprint to me.

I thought that also but it doesn't wipe off and it is only showing on the lower parts, it isn't on the raised parts of the coin at all

When finger grease is left on a coin for too long it stains it. This is a reason why many collectors use gloves when handling their coins.

Too even for fingerprint. Or giant fingerprint.

Probably laying on something with that design for some time would be my guess.

Not a mint error.

Finger prints eat their way onto the surface of the coin. (Possible sweat salt from the prints)
