As we know Canada had a production issue in 1968 and the Philadelphia struck some nickel 10 cent coins, which come complete the the Philadelphia reeding.
We then have two possible explanations for the 1968 silver and the 1969 coins.
1) Canada had other 10 cent coins struck in Philadelphia even through no records suggest this; or
2) Canada at some point installed a piece of collar equipment in Ottawa, perhaps as an emergency repair on a broken 10 cent press. Obviously there was a shortage of 10 cent coins that year. Maybe the press had a failure.
In cases like these, I always tend to believe the most likely explanation, which is 2) as far as I am concerned.
