Pretty sure this is a die clash, but not familiar with WL, could be part of design. Would the value of the coin go up?

Looks like a clash mark to me, but no, I doubt that it would put a premium on the coin.

In my opinion that is way to common of a type of problem to demand any sort of increase in value. For error coins to be of any value lately they usually have to be excessively noticable by the naked eye.
