ok lets say I find a hand made set of coins that all look just under AU or so.
Franklin half, quarter, dime all silver.

nic, & pen, all 1959.

what would be a fair price for this set, I found some for $18.00 each.

for the silver would this set be worth picking up or ,
a plain silver bar, 1 oz at $15.00

In my opinion, the set is worth about $10-$12

Silver is at $12.62 making the silver value of the set $7.76 (.615 oz)

$15 for 1 oz is a bit high

With the set you will always have the numismatic value of the coins, where on a silver bar/round it will change with spot prices.

Just under AU is EF and the set is not worth 18.00.

the silver coins are at RedBook prices in EF are only 12.00 and RedBook is as much as 10 to 20 % high .

12.00 would be about all that the sets could possibly be worth in that grade .

the 59 P and D mint set at RedBook is 65.00 but they can be bought for less, you would have 36.00 into less than mint state coins buying the home made sets when for a few dollars more you could have mint state coins from both mints .

I would pass !

WELCOME TO THE FORUM.
Sounds like you came accross one of the many individual put together type of coin sets now poping up all over the place. I've seen them in sets like all 3 of the 1943 Steel cents, all of the 1982 cents, one of each type of Nickel from the V, Indian and the Jefferson. Those are just gimmick sets that people put together to make money on this now very popular coin collecting crase. If and when things slow down in this hobby, those sets will be just a pile of coins.
My suggestion is to avoid those type of sets.
