Looks like grease was partly block some of the dates devices. The digits are smaller than normal. On a doubled die the devices would be enlarged, not reduced:

And it would not just affect one area.

(I know this is a Denver mint coin, but to show how the date would be affected, the Philly DDO doesn't show doubling on the date. The Left side of the motto and LIBERTY are affected on them)
