Anyone Know How Paypal Reverse Charges Works?

I list some things for sale on a local free advertising site. Coins? yes but also other things. I received an email with an offer to purchase through a paypal payment and it got me to thinking. I only opened my paypal account to buy and sell through this forum (the only online buy/sell I have ever done)

I started wondering if this person were to pay me and the money DOES go into my paypal and I transfer it to my bank.....what happens if they reverse the payment or dispute it in some way later? my paypal account is linked to my bank account so would that mean that this person could receive the item and then file a dispute to get the money sent back AND end up keeping my item?

I tried to read through paypal's help center but there is so much there and no specific information (that I found anyway) to tell me if there is a possibility that I can lose the item I have shipped as well as have the money somehow snatched back.

If they contact you and want to return the item they have to send the item back first when you get it back you just do a refund from your bank account that is attached to paypal .or leave the money in pay pal until after your return time has elaplsed .

I usually give three days to notify of intent to return the item on ebay after they have received it ,and I do 100% refunds including return shipping ,so far I have not had to use the return policy .



If they file an Item not received and you cannot prove it was delieved they will win and get their money back even if that means taking the money from your bank account to do it . protect yourself with delivery confirmation on any Item you take a pay pal payment for .

I have a bank account specifically for pay pal and I only keep 20 or 30 bucks in it ,if I need more to pay for an item I move it from my main checking account to the pay pal account .

thanks metalman, I think my original suspicion was right as the person who originally asked me to ship to UK has changed to say please ship to her husband in Nigeria. I just told her I don't buy or sell from Nigeria as it is too risky. I don't believe I will ever ship anywhere that far out of the way especially when I have no idea how trustworthy the mailing system is there.

Sadly this sounds exactly like the scams which are being done.

What they will do next if you agree to a sale is tell you that the monies will be in your paypal account once they obtain a tracking number that the item has been shipped.

So they basically want the item shipped with no payment made.

They will attempt to send you fake messages to make you believe that monies have been sent to your paypal account ranging from ones which look like payment messages to ones saying that your paypal account will be suspended/terminated.

Also don't be fooled into them suggesting that instead of paypal that they will or have send the money via Western Union or Moneygram.

These same type of people run reverse scams where they are selling items. First it starts that the item is in country and next it changes that it needs to come from someplace else with reguests for more monies. If you do pay, then each each day something else comes up.

Nigeria is the most common place for this sort of scam but it is not limited to there either.

Have you heard of a software product called Iconix? I found out about it from a communication from ebay and Paypal. It can tell you if the email is actually real or fake.

A few yrs ago I was scammed by a phishing email from "Paypal". It looked exactly as a real paypal site asking to update info. Nevertheless, it was a scam. I didn't notice it at first, but my when I was looking at my bank statements I notice small withdrawls to different parts of the world. Withdrawls like $.12, $.14, ect.. It took me a while to figure it out. I had to reset all my email address, paypal account, and bank account access. In the end they got me for about $120 over time. So I would advise everyone to be careful of emails. If you have any doubts at all, go to the site directly and sign in. Don't know if this on topic or not, just thought I would share it with everyone.

Paypal can be good and bad.

If you keep very little in your paypal account it will serve you best. And when you sell a higher priced item, it is best to transfer the funds to your linked bank account.

As for a reverse charge/return. Paypal can only access the funds you have in your paypal account for a return. So if you have $10 in your paypal account that is all they can take. If the reverse/return was for more than the amount in your paypal account, then your paypal account will show a negative and paypal freezes your paypal account. And your account will remain frozen until you bring the account back to a positive. While your account is in a negative you will not be able to purchase anything using paypal. You can still receive money, but it will be applied towards the negative balance. Paypal CANNOT take funds from your linked bank account without your authorization.

Thanks onejinx. Thats what I was trying to find out. I obviously am not going to deal with nigeria, even though they have sent me the exact same request from 3 different emails now. lol I just wanted to be sure paypal can't just reach into my bank account and take money out if I haven't approved it. It never even crossed my mind that someone might try to scam me when I set paypal up but it seems that the nastiness in the world is pretty hard to stop online.
In all reality I could have someone just as dishonest buy from in the states or canada as well and I wanted to be sure that the reverse policy wasn't one that puts my rental or living budget at risk from paypal.

so is there anything that people can do about this type of emailing fraud. Is there a site you go to post the persons return email address so that other people can check and see if it's a fraudulent emailer?

There may be, but they're all worthless. From email addresses are usually fake on these type of emails. I could send you an email from Pope@vaticancity in about 2 seconds.

lol that's terrible! I just don't understand how they work it? I send a request funds from paypal. The send me a fake email from paypal saying the payment is made. But, obviously I am going to log in to paypal to be sure. So how do they actually make any money from people? They just hope for the people that won't actually check their real paypal?

You go to the link in the email and it lands on a page that looks EXACTLY like a Paypal login page. But it's not, it's their page. If you log in, they have your password and they can send your money anywhere.

oh! I never even thought of that. I was thinking theor goal was to get my goods without paying for them, yuck! all of a sudden paypal is scary
