Looks EF, but my question would be, why is Liberty so bright compared with the rest of the coin?

EF-40. Might have had a mild finger/thumb wipe to polish it a bit, but I think it would still grade straight.

If the coin has any semblance of some luster anywhere, Lady Liberty would be the place to see it best at least on this coin. Upon tilting movement an unpolished/unaltered original Lady Liberty surface should reveal traces of a traveling cartwheel in that area. This obviously would not apply to the fields on this coin.

Not the same coin. Just compare the dark toning area to the left of the left ribbon end on the two coins.

100% different coins. Look at the position of the left arrow compared to the 1 in the date.
