Looks EF, but my question would be, why is Liberty so bright compared with the rest of the coin?

EF-40. Might have had a mild finger/thumb wipe to polish it a bit, but I think it would still grade straight.

Not the same coin. Just compare the dark toning area to the left of the left ribbon end on the two coins.

100% different coins. Look at the position of the left arrow compared to the 1 in the date.
