Found this 85 that seems to have a dimple on the rev under the mempoerial and seems to have some other stuff going on. also found a 89 that is the same, Whats going on here?

It looks like the die was wearing out. This is common on a lot of coins. The metal of the die has started to become damaged by the huge number of coin that it's struck.

It's a spender.
