1922 S Peace Dollar Is This An Error Or Just Worn?

I have an 1922 s Peace dollar and it has some issues like a light strike, but what I am asking about is the eagles face, it looks like metal flowed over his eye. I am not sure if its wear or an error. Can anyone help me out? Report this Post to the Staff
