As you will see, the obverse and reverse appear to be sanded but aren't. At first glance this coin would be labeled as PMD, but I have seen similar coins a 1975 LMC and 1995 LMC, but not this extreme. It is

Perhaps not sanded, but the fact that these scratches extend onto the rim tells me that it is just damage. Maybe a wire bristle brush? Do you have links to those other coins with similar marks that aren't damage?

When the scratches go through fields, design elements, and rims, it's intentional post mint damage.
