Normal planchet. If it were wrong, the color would be different. If it were struck on a dime, the color would be silver, the planchet would be smaller and the devices would fall over the edges of the coin. If it were a larger planchet it would not fit into the machine.
The die that struck your coin is showing extreme die wear. Note how the devices are moving towards the rim? The lines on the fields are called flow lines. (also present on VLDS (Very-Late-Die-State) coins from die wear.
There was an issue with the rim. Note some areas of the rim next to the edge of the coin? That is from die tilt during the striking.

At one time there was probably a fin that was on the rims outer edge.


On your coin though the fin is flattened. This often occurs during rolling of the coins because the fin is very small. So because if it flattened no premium for this issue.
