Looks like Syria. Possibly a 25 or 50 Piastres from 1958. KM 87 and 88 respectively.

Sap hit the nail on the head! Afghan coins from the early 20th century were often stuck poorly from over-used dies. I suspect that is why there is a lot of detail missing on this coin that has very little wear.

I'm eager to see what Sap has in store for the next round...
