We need photos of both sides of a Coin before we can offer a grade opinion.

However, because of the friction at the base of the bust, this cent would never be worth a premium.

Whenever asking about a coin always show photos of obverse and reverse . As said above , because of the bad friction on base of bust; this coin is a spender .
