What Type Of Error Is This And Is It Worth Selling?

I was wondering if anyone can tell me what kind of error produced this 1928 cent, and whether it's something people would be interested in. I thought it might be a planchet error and/or an off-center strike error. I noticed the cent is smaller than a typical cent, so I thought I'd ask the experts.
