Sorry guys but in my eyes that reverse is not EF-40 .Also the WE on obverse is there but not full . VF-30 .

VF30 while the obverse is a solid 40/45 grade, that reverse sure had some issues at one point in time with corrosion and it's very weakly struck or grease filled. I can't call it VF35 as it's not a choice VF but I don't think it makes a EF40 either, so in the middle as T-BOP said also.

I suppose the market might call it EF40 but the price would be on the low - low end of EF coins.

Pictures are kinda dark. I'm not sure what is poor strike and what is wear.

weak strike for sure obverse. blow this one up and look at the area across UNITED STATES. this coin appears to have been cleaned and retoned. these are not polish lines as they cross over the letters. on fact you can find these scratches under the toning on both sides running over the devices. VF details
