Are these marks just from wear and tear over the past 70+ years?

Keep in mind the Steel cents were struck with steel dies, causing the dies to wear out alot faster. Note the die wear on all the devices near the rim areas. (including the motto) At lease you have a nice original surface coin without rust. A lot of these coins are re-processed coins and sold as BU examples. But the BU is a first warning the surface is altered. Here is a side by side:
1943-Steel-Penny...just-Old-Age?
Not the surfaces of these two coins. The top one is a MS-67. The bottom on is an altered plated coin. They should be flat finish looking to be an original example:
1943-Steel-Penny...just-Old-Age?
That is the way they should look in higher grades.
Re-process can also be flat, but also messed with:
1943-Steel-Penny...just-Old-Age?
1943-Steel-Penny...just-Old-Age?
Some coins were re-processed that shouldn't have been altered:

1943-Steel-Penny...just-Old-Age?

An altered surface to a true coin collector is not appreciated. The price on this one took a huge hit when it was plated.
