For this year, it would have to grade at least MS68+ to be worth grading, which this most likely is not. Please post better pictures that show the coin's details more clearly.

Soft, darkish pics do not show surface detail. Small triangle in front of beard suggests surface chatter. No grade. to the CCF!

Frank , Your so-called better photos shows a not so perfect reverse . Hits on one or two columns , hits on lower steps and field under steps .

This could go 68 but it will be limited because the date comes with sharper strikes.
Time don't fly, it bounds and leaps.

Thanks to all. I will be sending it to PCGS together with the 1990-P 1c

Only real thing I see is the typical weakness in the hair above the ear. The best struck examples usually have some plating splits along the device - this one does not. VERY NICE!
For sure at least 66, probably 67 and it has a shot at 68 if the eye appeal is there.

with T-BOP. Too many marks on the reverse to justify grading. Put it in a Whitman folder and move on.

Yes there are minor ticks evident under magnification. Naked eye? Consistent with the definition of an MS67, so my vote is yes on making the grade. Let us know when they come back.
