Appears to be a gas bubble that has broken and partially sunk in the center. Another can be seen on the rim with the copper layer missing and the zinc core showing.

A brighter picture would probably show better if it is a D or a bubble.. any chance of getting more pics?

There's no chance that's a D. It's a gas bubble.

The mintmarks are placed into the master dies now. If that were a D, they would be common like that because tens of millions of coins would have the same anomaly. Stuff like that just doesn't happen any more.

MorgansRMine said it right. Just a burst gas bubble.
