Help On 1989 Kiwi 20 Cents

I have a 20 cents where on the obverse there appears to be a veil over the obverse image. This see-through veil appears to start from the crown down to the shoulder but it only covers over part of the hair, face, and neck. I had gently tried to scratch it out thinking it maybe plastic or something but no. It's that whitish layer or film on the image shown. Can anyone help explain this?

G'day, the coin may have been exposed to some solvent, which has only made partial contact, leaving the area you describe "bleached", while the rest of the coin retains the usual colouration for a circulated coin.
That's only a theory, of course.
