I'm trying to figure out why NGC would put Justinian's image with a coin of Gratian? A western emperor no less

Sadly when I went through peoples estates and found NGC slabbed but low end late Roman coins like this, selling them the NGC slab adds about $8 to the normal price. So this can sell for like $10-15 which is a shame how much the original person paid for the slab.

The image of Justinian seems to have something to do with the Roman Christian Era "pedigree" (NGC's term). Looks like something from a cable TV promotion, 'genuine red oak presentation box' included, flexpay available. https://www.NGCcoin.com/certlookup/...NGCAncients/
