It is Machine Doubling. Not a DDR. While not collectable, it is slight different. The MD affected the west and east sides of the devices. But Machine Doubling doesn't follow rules. It does what ever the die allows with they are loose. You might save this one as an educational piece? It show that MD can happen on both sides of the devices.

I'm with Chase007 on this one. With the heavy flattening of the devices on the coin, it looks like a Dryer Coin. It didn't leave the mint looking like this.
