1983 Lincoln Cent With A Mint Error

This 1983 penny has a mint error on the rear on the steps. It dean look like a chip mark.

It appears to me to be PMD. Looks like it took a good hit to cause this gash on the reverse.

And with both of the above.
A die chip would be raised. Your mark is incuse which means it has been struck with something.
