pennies are often victims to mad science. They are cheap, you see. So chemists will partly dissolve them, or recolor them -- schools used to the gold-color one a lot. This looks like someone in shop class was playing with some kind of press. But it could have fallen into something at an industrial place too, hard to say. The well centered design looks intentional to me, someone trying something out and a penny was handy.
