Don't be afraid to reach on coins. Look again at your 1916 Buff #2. That's the coin to reach for. Well struck 1913-31 Buffs with eye appeal are genuinely scarce, regardless of date or mint. The iffy Buffs are everywhere.

I'd send this poor Buff on to Buffalo Bob's Bigger Better Beer Battered Buffalo Bacon Butter Burgers and go on the prowl for more Buffs like 1916 #2. JMHO.
