I'm thinking it was an Encased Cent that's been removed from it's holder. Anyone else?

Is the outer part of the rim flat? It looks like it is rounded.
Maybe debris (grease?) stuck in the rim gutter keeping metal from flowing into that part of the device (The part that forms the rim.)
Unless the outer part of the planchet had this occur when having the proto-rim formed by the upturning machine?

Yokynza: That's what I thought at first but I ruled that out due to the rim Cud like things, meaning it's a mint made anomaly. If someone had encased it, then I don't think those weird Cud things would be there. Petespockets55: I'm not entirely sure what you mean, but from what I can tell nothing is rounded.

The rim gutter is the part of the hammer or anvil die that forms the top of the rim when a planchet is struck. On the die, it is rounded (concave) and on the outer most part of the die where the anvil or hammer die meet the collar die.

I have one with a similar step edge I think. I also have a 1955-D with some sort of glob in the word Liberty I haven't seen before. This is my first post so I hope the images come through too. I may have to make a few attempts to get this right. Sorry if I violate proper posting etiquette.

Your coin looks similar but without the rim Cud's. Also, your coin has a nice BIE.

I agree with grease on the gutter of the die, preventing the full strike on the rim. No rim Cuds. The metal that would have formed that area was used on other areas of the coin.
