Die chips! The die was showing some age and starting to chip. You see these listed as "Extra Metal,"
"Extra Feathers" or even "Snow on the Roof." It just depends on the design. I guess this one could be "snow on the bird."

It seems to be common on the newer design quarters because of the small, sharp areas on the dies.
