I have had this medal in my collection for many years. Unfortunately, It does have a large bend to it. I know nothing about it. Before I spend hours and hours searching the internet I figured I would post it here to see if anyone has any info.
It's a medal 'for love of the motherland' from the senate to I.I. Betskoy, private secretary of Catherine II. From what I gather from a quick search on Russian internet the date is always 1772 not 1779, maybe you misread it? Author of the artwork is Johann Kaspar Gottlieb Eger, under the bust there should be 'G.I. AEGER' (Gottlieb Johann Aeger). Saint Petersburg mint.
