It's just damaged. It didn't look like this when it was struck. It happened after the strike. PSD. It's just a damaged quarter now.

i dont know cause where the s in states is you can see that an s is on the smooth part so if it happened after wouldnt that just be flat and smooth?

It is damage. It doesn't matter how or why it happened,
the important thing is that it couldn't happen during the
striking of the coin which is the only time you can have an error. Worth 25 cents.
