This is the 3rd dime from a bank roll that has this attached. When I remove with acetone it leaves something similar to the letter E in the pictures. Is it possible for this to be transferred from the die?

Is this raised on the coin or something struck into it?

Yeah it's raised, was on about three of them. About a month ago the same stuff was on 5 0r 6 Sacagawea dollars in a roll.

Looks like just some kind of crude "on" the coin from being in circulation, not a mint issue.

Agree, since the dime is clearly circulated. Looks like some sort of crud that stained the coin's surfaces.
