Sorry, not rare. This is a regular large date 82-D, not the small date you were hoping to find. Keep searching! There's gotta be more out there!

The 2 in 1982 looks like the small date but the d looks like large date

@merclover misspoke saying it was an LD. It is a Small Date zinc cent, so it's common. What you see around the edge is due to Die Deterioration and is quite common on copper-plated zinc cents. It may be called a "Ridge rim" or "Ridge ring." See here:

So zinc copper small date isn't the rare one?
