I find it hard to come up with a grade on this type of coin. It's a weak, clashed die strike and the dies may have been slightly tilted. I also see a cracked die at about 2 o'clock.It may be double struck without the doubling you normally see, showing only on the rim on this coin. Clashing is common on 3CN's. I would give it AU55 unless the rim damage is post mint, then it would be details.

I'm at AU-53. Fair amount of wear on Liberty's hair. I see what's you mean about tilted die... the left side of the wreath is really weak.
