It is an outdoor find. Where the higher points are, you will see that they are already turning back to the natural color. Just a homeless coin that someone found. The color is not red like a missing cladding coin would show. Keep it in your pocket a week or two and you will start to see the gray color coming back to the coin. When the outdoor toning color wears off, then you will see that what I said is correct. If the cladding was missing then the red would be there to stay. (and I would be wrong) Also the devices would be weaker if a cladding was missing:
