First two picture is for reference and last two are the one being questioned for hub doubling? Appreciate any help you can offer.

No, your cent suffers from post mint damage. My guess is it spent some time around a dryer.

I don't think it is a dryer issue. Why? Because the rims aren't flattened. I feel it was squeezed with a vice between two piece of leather (Like a Texas Cent) but not with a lot of pressure. This widens the devices flattening them. We see this often. I don't have a vise to test my theory. Maybe someone else could test it out and see if that is the case or not.
