French 1987 - 20 centimes. To me it looks like someone plated the reverse half of this 20 centimes coin. Have a gander!

environmental toning.
it would be very difficult to plate half a coin. chances are it sat face down for a long time and simply did not patina equally.

Aluminium-bronze can turn all kinds of weird colours, under certain conditions. The golden colour is the coin's "natural" colour, the greeenish hue has seen some environmental exposure. I'd agree that this coin may have been placed obverse-up on a surface and left there for some time.

It is flaking off that is why I think it is plated, or painted
