So was this done at the mint, or after it left the mint.

Pretty heavy circulation wear on Monticello leads me to believe that the abraded letters were also damaged at some point in the last 55 years (not a mint error).

There is no way that damage could happen during the striking of the coin.

and to answer your title post yes this is damage and PMD, since they are both the same, PMD = Post (after) Mint Damage
