1941 1 Cent Possible "Doubled" Legend On Obverse And Mint Mark

Found this one while checking out some of my older rolls, I'm pretty certain it is a DDO but I will let the experts decide to prevent any confusion for others, you will notice all of the E's in the Legend of the obverse they all have identical "doubling".

If you click on the pics it will enlarge with better detail, please take a second to look at them before assuming MD, I'm sure this coin has some MD on it but you can clearly see splits even if they are small IMO.

All opinions appreciated!

Here is the mint mark, I'm not 100% sure but to me it looks like it could be doubled.

I believe it's a minor DDO. There's some clear notching on the S.
