1967 SMS Washington Quarter With Unidentified Indentations In Rim.

OK folks, I have a 1967 SMS Washington quarter that has unusual indentations at the 8-8:30 and 11-12 o'clock positions on the obverse. Additionally there is no consistent pattern in relation to the reeding. In my option this is not Post Mint Damage but this why I ask the community.

Looks like a collar clash? Maybe someone else will know better, though.

Machine Doubling on the 'E' on Liberty. Also collar clash damage. Want to know how this happens? Die die makes contact with the reeds from the collar. Damages the die and then transferred on to the struck coins:

Looking at this again, does the marks on the area need to the reed, connect to the reeds? It seems to be on the wrong side to be a collar clash issue. Lets see an angle show of the edge and rim to see if it connects to the reeds. (as part of the reeds?)
