Incuse marks on a coin 99% of the time is damage to the coin. 1% of the time they are mint errors. But all I'm seeing on your coin is coin damage. (incuse marks on the coin) These incuse marks are done in circulation. Just like door dings on a car, they are not a factory error, but a damaged area on the car.
Not sure what you meaning also doubled struck. Double struck would mean something like this: Second strike out of collar.
