I found this 1966 quarte, it looks like an error coin but I'm unsure.

Welcome to the community!

This simply looks like an environmentally damaged coin or one with some sort of gunk on it. The reeding on the side also looks like damage that occurred after the mint.

At some time an acid has affected this coin, the copper core reacts much faster to an acid than the clad layer would. That is what is showing on the reeds
