First it's not a Wheat cent. And all I see is a damaged cent.

Looks like a Grease Filled Die on the last digit but the scars look like the coin spent time in gravel.

The only error might be the grease filled last digit but the rest is damage. PMD
It is only an error if it happens during the striking of the coin and
what you have is impossible to happen at that time.
