It can't be a 'D' because they didn't start till two years later. Just die damage. Note the line starts inside the top of the '9' and continues SE. Just a die event.

If you look at the nine it looks like it has a couple of gouges in the top part...could they be the parts from the 9 we see in the circle?

Now we can DEFINITELY see it doesn't resemble any mintmark or letter at all. Looks like a possible lamination issue.
