1993 Lincoln Cent Extra Columns Or Over Polishing?

I was looking closely at this 1993 Lincoln Cent and noticed what looks like phantom columns all over the reverse building.
Is this a result of over polishing, or is it something else? The obverse also has a step like area above WE TRUST.

Forgot to upload full obverse/reverse. Nice looking coin if it wasn't for the black spot on the obverse.

Looks like die scratches from what I can see. Vertical on the bays. Horizontal over and below the the building. Looks like the die was worked over.
