The significance of die rotation is dependent on the time period of the coin.
20th century Minting practices don't allow for much.
But as you go back in time before that larger die rotation becomes more frequent and therefore less important.
Over time the Mint has adopted techniques that control the degree of rotation and now have almost eliminated it.

For me it also depends on denomination and condition of the coin. Modern small cents with significant rotation are very difficult to find, so in that case, any condition would be a Keeper as long as it was a strong rotation. 90 degrees or better is my bottom line. Easily visible at a glance. Good question!

I like modern rotated dies, but hate bust era rotated dies. If I'm gonna have to spend 2k on a coin then flip it 270 degrees to see the other side "right side up" that's a pain.

A 90 degree rotation is when it is considered to be collectable by collectors. I don't keep anything that's less than 90 degrees.
