I do believe this may have been cleaned somehow, but that doesn't really bother me. I was just hoping to get a details grade for it.

hmm, it is a bit hard to tell due to the glare, but I'd say AU55.

Compared it with my specimen and I'd say AU details.
I see some wear on the cacti and the cap (hard to say due to the reflections).

Malissa how accurate is the color of these photo's to the coin ?

If they are accurate I agree it has been cleaned ,at least on the one side , I'm leaning toward EF/AU for details on the coin .

Here is an UNC which you can compare ,Note the places mentioned by DL20K.

I would also put it down as XF. When I was a kid, a 1960 20 centavos was the highlight of my collection.
I believe that the bronze 20 centavos, KM#441 and 442, were the last Mexican coins minted for circulation to feature the Cap & Rays device, in use since 1824. KM#442 used an even more stylized eagle on the obverse.
I like the way the denomination is behind the liberty cap, but in front of the rays.

Maybe I'm being a bit optimistic, but that coin looks like it has a lot of luster and what might appear to be wear on the reverse might just be how the coin was lit when the shot was taken (notice the bright spots might just be over-highlighted areas?). I also don't immediately see that it has been cleaned, but I don't know how these coins normally look in lusterous condition. I would think it's a high grade AU+. I don't see XF wear on the coin; those high points look pretty detailed to me.
