Any takes on this? The last number of the date appears to have been erased or partially 'shifted' for lack of better terms.. Could it be a die (deteriation) mistake or has it been done after minting and if so, how? Looks like it has been smeared like butter on bread.. 1994/7 ?

You can see on the field where something has hit the number
and shifted the metal. PMD
