Yes just damage--the metal on these two letters was partially scraped up toward the center of the coin.

Actually, you probably can see the shape and size of the object, causing the damage, lining the dots between the lower tip of the "E" and the tip of the stairs. It was maybe the edge of a metal plate. Yuck!
