Ordered a random set of modern quarters from Littleton. They were advertised in the back of some magazine. Coins were described as brilliant uncirculated. Some were beautiful but some had these weird stains on them. Some of the stains were discolored. Would the stained
ones still be considered mint state.

To CCF , Impossible to tell without full coin photos of obverse and reverse .

......I would stay away from Littleton coins unless they are in a bargain bin at my LCS

Littleton generally delivers on its promises, but their goal is to entice you into a rip-off approval program and lots of gimmicky stuff like gold-plated Buffalo nickels. This company markets specifically to uninformed newcomers and should be avoided, imo.

I hope that these complete pictures make the strange discolorations clearer. They almost look to be where liquid sat on parts of the coins.
