How much can a penny be off in the weight before it's considered an error coin? This wheatie coin, it should weight more right?

Depends on how much the coin is worn down. It reduces in weight as the coin ages. That is normal.

Your scale only shows to one decimal point but 2.99 is within
spec without any wear. If you are going to weigh coins, you
will have to get a set of scales that go to at least two decimals.
