While not really common, clips aren't exceedingly rare either. If you found this coin, they are certainly a cool find. Worthy of submission to a grading company? Unless it has sentimental value to you, the answer would be no in my opinion. If you were ever to sell this coin graded, I doubt you could get more than $20 or so for it, and the grading fees alone would cost you much more than that. For values of similarly clipped cents, check ebay's SOLD listings. Bonne chance!
