This ugly 1984 penny has the letters "VO" or "VD" on top of the GO in God. There is a piece of metal sitting on the shoulder as well. Any thoughts?

Those are not letters. Those are plating bubbles that will eventually break and zinc rot will set in.
Also in the future, please crop your photos as per CCF instructions. This will save web space and enlarge your pictures.
